Work to identify activities and habits that are almost what is needed for a person to be resilient-and base outreach messaging on showing how a tiny tweak will make a big difference. Example: Most people carry useful stuff they use every day, they have bags, backpacks, trunks, purses. Add contact information, list of meds, emergency blanket, some food bars and water--except for the water just adding a few grams--presto--more options no matter what happens.
