ICS Training Scholarships.

I suggest you create a Federally Funded CERT/ICS Training package for college students that can be presented at the local and regional level. This could be presented in a resident four to six week “base camp/boot camp” type environment. Healthy fitness and lifestyle choice messages could also be presented as well as the performance of community service projects planned by the students as ICS managed events.

Local response and recovery resources would be exercised in providing the training (with federal funding assistance). Graduates of the program would then receive a Federal scholarship of say $500 for their next school year. This would create a reservoir of ICS qualified college graduates that could infuse these concepts into their business lifetimes assisting in the private sector learning and practicing the ICS model on their daily operations as well as during disaster.

  1. The use of acronyms is certainly getting confusing on this Dialogue due to the presence of both security and response communities. For example, in the security community ICS-CERT is Industrial Control System - Computer Emergency Respose Team. I quickly voted in support of this Idea thinking that was what it referred to. A closer read makes me think that CERT/ICS means something entirely different for the response community.
