Evacuation of walking and non walking wounded from all types of disasters. In our state and most other states the EMS services are under funded and struggling to take care of thier existing daily emergencies. In disaster situations these resources are stretched even further. Assistance from out of state agencies has been addressed, drilled and organized. The problem as I see it is we need additional resources (vehicles-evacuation buses) that can address immediate transport needs that are needed in the first hours of a disaster emergency. Our state has a regional response program with trailers scattered throughout the state but that does nothing to address the overwhelming transport needs. FEMA and Homeland security need to look at directing funding assistance to develop evacuation and treatment vehicles.

Your local Emergency Managers need to know how to use "non-standard" transport, if they don't already. Most EMs can requisition necessary things in a disaster, to include vehicles. Many "big" vehicles can be used for patient transport, we've been doing it the military for years...there's even a field manual for it!

This idea ties into another one on here about planning and communication with the private sector.
Planning with private ambulance and transportation companies can help in a situation like this.

In Colorado, we use EMSystems to broadcast needs and resources should a large medical incident happen. It mostly lists hospital resources.
I wonder if it's possible to add resources such as ambulances to the system. That way we can not only see how many beds are available at hospitals, but we can also see how many resources we have to get people to those hospitals.

I agree that large scale medical transport is a gap. One obsticle that I see is retrictions on how we can use federal funding. Prohibitions on the purchase of vehicles is a clear obsticle to addressign this issue.
