I do not think there will be any major weather disturbance in Dade and the rest of Florida for the rest of the year. Therefore, insurance companies may relax and should not increate premiums for next year. I suggest you take the successful 2004 / 2006 DHS/FEMA HSIN-CI pilot program and implement it nationally. It proved that local knowledge and regional strength supported local resiliency and success in real world situations. It wa recognized by DHS Secretary Ridge and its predecessor was recognized by FBI Director Mueller.

There should be a bottom-up effort that compliments the large policy and dialogue-driven work FEMA is doing. I think grants should be available that allow local communities to prepare. For example, a grant could be used by faith-based organizations to purchase and store supplies and temporary shelter for their parishioners. My idea would be for islands that have been hit by a disaster. Commander a cruise ship. Work out ahead of time a plan with the cruise lines that in the event an island is being hit with such a great disaster that the population must be evacuated, to be able to use a cruise ship for the evacuation. Cruise ships are floating cities and have everything you need to house hundreds of evacuees.
I suggest that Ecaps be used to generate a 40-1 at FEMA HQ. The current paper process is cumbersome and slow.
I think we should update our emergency equipement so we don't end up with trailors we can't use due to formaldehyde, etc..
(From my brother who is former navy logistics) Recommission Navy vessels for coastal disaster support. These vessels could be utlized to move eqiupment, medical supplies, food, water, etc, to coastal areas impacted by disasters.
