I would suggest that various local/count/state planners consider creating a Preparedness Cooperative. Basically what would happen is that the agency would create a coop and advertise within the community. The purpose of the coop is to provide those who join the opportunity to take steps to prepare. Please appreciate the fact that homeland security is still a new discipline and that it takes time understand and incorporate National preparedness doctrine into State and local planning and preparedness efforts. To that end, focus on updating the existing doctrine as opposed to recreating it. I suggest you take the successful 2004 / 2006 DHS/FEMA HSIN-CI pilot program and implement it nationally. It proved that local knowledge and regional strength supported local resiliency and success in real world situations. It wa recognized by DHS Secretary Ridge and its predecessor was recognized by FBI Director Mueller.
