I suggest that government and large corporations offer grant funding to local organizations that would stimulate a grassroots response to community disaster education and resilience. Empower CERT Programs

Sponsor the advertising and across the board promotion of the citizen-corp programs (CERT). Once citizens attend their level 2 CERT they get a better understanding of how ICS works, they become a better line of defense in their community and can - at the very basic level - train others on site to get things done right.
