My idea would be for islands that have been hit by a disaster. Commander a cruise ship. Work out ahead of time a plan with the cruise lines that in the event an island is being hit with such a great disaster that the population must be evacuated, to be able to use a cruise ship for the evacuation. Cruise ships are floating cities and have everything you need to house hundreds of evacuees.

I have worked at a state health dept in preparedness for 4 years and the biggest problem I have seen is a lack of coordination at the federal level. The various agencies working on preparedness seem very unclear about who is responsible for what. This causes duplication in some areas and no effort in others. I suggest that you work cooperatively with local emergency service providers on preplanning efforts. Most local fire departments already have a preplanning process in place.
Work to increase the coping resources for the population by increasing the population's understanding of what emotions are in the hours, days and weeks after a traumatic experience. The harm from disasters can be maximized by people not understanding the source of their anger/impulsiveness.
It is critical the Long Term Recovery Committees/VOAD's are in place locally on a consistent basis. It is critical that at least one paid staff is on board to continue with the planning, preparedness and engagement efforts. These organizations coordinate, plan, exercise and engage all levels of nonprofits, faith based and the public in preparedness and recovery efforts. After receiving a Concurrent Resolution for the help of Hurricane Katrina Evacuees I found out a lot of issues associated with relief efforts.
