  Move Beyond Command & Control

  As demonstrated by recent catastrophes, effective crisis management demands more than command and control techniques can achieve alone. Achieving a successful transition from response to recovery demands community engagement. Coordination goes further but still implies little more than an effort to avoid conflict.   As demonstrated by recent catastrophes, effective crisis management demands more than command and control techniques can achieve alone. Achieving a successful transition from response to recovery demands community engagement. Coordination goes further but still implies little more than an effort to avoid conflict. Cooperation and collaboration more accurately describe the leadership actions required to rebuild trust and forge a share sense of commitment and purpose. These concepts also carry with them a more positive connotation, which is more conducive to achieving consensus on the steps required to forge and maintain productive partnerships.
