I suggest you stop creating ideas and programs that hope to have people make massive changes of behavior and habits to follow. Work to identify activities and habits that are almost what is needed for a person to be resilient-and base outreach messaging on showing how a tiny tweak will make a big difference. Work to increase the coping resources for the population by increasing the population's understanding of what emotions are in the hours, days and weeks after a traumatic experience. The harm from disasters can be maximized by people not understanding the source of their anger/impulsiveness.
