Utilize the NVOAD and the State VOADs more effectively

Volunteer Organizations Assisting in Disasters (VOAD) are written into the National and State Emergency Plans in various ESFs. A more proactive stance from the governmental side should produce a better prepared partner. Training, preparedness funding, reimbursement of disaster related expenditures, networking, and inclusiveness may be good places to start.
